1601 DeKalb Avenue’s Exterior Progresses in Bushwick, Brooklyn

Construction is progressing on 1601 DeKalb Avenue, a nine-story, two-building residential complex in Bushwick, Brooklyn. Designed by Aufgang Architects and developed by Camber Property Group and RiseBoro Community Partnership, the $75 million project will yield 127 affordable housing units in studio to three-bedroom layouts. Forty-five of the homes will be reserved for stable housing, and the property will provide supportive services for young families. The development is located between Wyckoff and Irving Avenues with frontage on both DeKalb Avenue and Hart Street.

The reinforced concrete superstructures were completed since our last update in mid-October, when the northern component was on the verge of topping out and the bulkier volume was in the process of being framed with CMU blocks. This portion of the structure is now almost fully enclosed in its gray brick façade on its eastern and western faces, and the grid of windows has been installed across the entire development. Only the ground floor and taller northern ends of the project remain to be enclosed. The latter likely won’t be finished until its two construction hoists are dismantled.

The rendering in the main photo depicts the main eastern side of the building along DeKalb Avenue, highlighting its stepped massing that is mirrored on its opposite western sibling. The eastern elevation’s ground-floor frontage extends farther to the south than its counterpart, and the entrance will sit beneath a canopy at its center.

1601 DeKalb Avenue is the first project to take shape under a recent rezoning initiative by local elected officials, Brooklyn Community Board Four, and various community stakeholders. The affordable homes will be divided into 33 studios, 52 one-bedroom, 24 two-bedroom, and 18 three-bedroom units. The apartments will also meet the Enterprise Green Communities Criteria and feature all-electric heating and cooling systems.

Amenities will include 24/7 security, bike storage, community rooms, and an open landscaped courtyard between the two structures.

The nearest subway from the site is the L train at the DeKalb Avenue station.

1601 DeKalb Avenue’s anticipated completion date is slated for January 2026, as noted on site.

Camber Property Group Buys Brooklyn Multifamily Property for $72M

Affordable housing developer Camber Property Group has acquired a newly constructed multifamily property at 2886 Atlantic Avenue in Cypress Hills, Brooklyn, from The Jay Group for $72 million, Commercial Observer has learned.

The property was delivered vacant, a source close to the deal told CO, and has 183 residential units, 5,200 square feet of commercial space and 56 parking spots.

Both the buyer and seller were represented by Aaron Jungreis, Ben Khakshoor and Alex Fuchs from Rosewood Realty Group, as well as Scott Dweck from Latitude Property Group.

A spokesperson for Camber confirmed the sale and added that the property will be an affordable housing site in partnership with the New York City Department of Social Services and the Institute for Community Living. And that’s something the developer has been trying to do all over the city.

“Affordable housing, supportive housing, preservation of existing buildings and the new construction of transitional housing is really our area of focus — affordable housing and trying to make a dent in the housing crisis here in New York and across the country,” Rick Gropper, founding principal of Camber, previously told CO.

Rosewood Realty declined to comment on the sale. Dweck and The Jay Group did not immediately respond to requests for comment.

The 10-story apartment building at 2886 Atlantic Avenue was completed in 2023, according to StreetEasy. It took the place of a single-story transportation and utility building, Crain’s New York Business reported.

The building sits within the East New York, Ocean Hill and Cypress Hill rezoning, passed in 2016, which proponents said would help turn around some of the borough’s poorest neighborhoods but has been criticized for not delivering enough housing.

New York City’s housing crisis has been a challenge for decades as tight occupancy levels and skyrocketing rents continue to choke the city’s affordable housing supply. Combating this crisis is a difficult task, but it is one Rick Gropper and his team at Camber Property Group take seriously.

Gropper and Camber were very active in 2024, taking on projects to help provide New Yorkers with more affordable housing opportunities.

“Affordable housing, supportive housing, preservation of existing buildings and the new construction of transitional housing is really our area of focus — affordable housing and trying to make a dent in the housing crisis here in New York and across the country,” Gropper said.

In 2024, Camber closed on one of the largest affordable housing deals of the year, spending nearly $1 billion with its public and private financing partners for Linden Plaza, an 11-building, 1,527-unit apartment complex in Brownsville, Brooklyn.

“It’s something that was built in the 1970s, and then it really fell into disrepair, and COVID was kind of the thing that did it in,” Gropper said. “COVID, and the fact that people couldn’t afford to pay their rent, and that lack of income led to it just really continuing the downward spiral. We closed on that and we started construction shortly after that.”

Camber is in the early stages of turning the complex around. Work is expected to be completed by December 2028.

“That was the biggest deal that we did last year in that space, and is one that we’re really proud of,” Gropper said. “We also began construction on four buildings in 2024 that include a 130-unit supportive housing and mixed-income building in Bushwick that we rezoned and started construction. It includes a transitional housing facility in East New York that’ll be a 200-bed assessment shelter.”

Camber had a very active 2024, and 2025 has started off strong as well — though political and economic uncertainty will be a challenge this year as the firm continues its fight to provide New Yorkers with more affordable housing.
